  • Salary Range: $119,780 - 182,670 annually (Determined by function, education, experience, and qualifications of the applicant. A 15% salary uplift is provided on top of base salary for positions that are worked in New York City or San Francisco, which is subject to change depending on market conditions.).

Project Oveview

Bechtel is designing, constructing, and commissioning the world’s largest radioactive waste treatment plant for the U.S. Department of Energy at the Hanford Site in southeastern Washington state. The Hanford Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era.

 

The project is the largest undertaking of its kind and one of DOE’s most technically challenging cleanup projects. Its construction spans 65 acres(26 hectares) with four major nuclear facilities – Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification and Analytical Laboratory – as well as operations and maintenance buildings, utilities, other support facilities.

 

This position shall be performed under the day-to-day direction, control, and supervision of WTCC. The Waste Treatment Completion Company(WTCC) is a limited liability corporation created by Bechtel National Inc. (BNI) and AECOM. WTCC is a subcontractor to BNI, the prime contractor, to deliver the construction, startup, and commissioning activities for the WTP project.

 

The position is located at the Job Site (22 miles north of Richland) are on a 4 x 10 schedule, Monday - Thursday, 6:30 am to 5:00 pm.  Selected applicant needs to be able and willing to work overtime and night shift as business needs arise. 

 

Position Summary

The HLW Area Delivery Manager reports directly to the HLW Building Completion Manager and is responsible for safe, quality, on-time, and on-schedule completion of HLW construction, turnover to startup, component, and system testing. Provides leadership for the development and maintenance of a high-performance project team. Has overall responsibility for execution of the construction, startup scope, ensuring that the scope is delivered within contract requirements, standards of quality and safety and to Customer and Bechtel performance expectations.

 

Responsibilities

  • Management and delivery of construction and startup and commissioning of the HLW Building: safety, quality, and performance.
  • Safely directs assigned construction work in accordance with Bechtel’s safety program.
  • Planning, scheduling, and execution of assigned scope to facilitate the completion of the HLW facility.
  • Determines craft professional staffing requirements.
  • Schedules work to be performed and reviews work accomplished. Monitors work activities and ensures the quality of work performed.
  • Ensuring effective integration of Construction, Startup, and Plant Management, to safely be ready for HLW commissioning.
  • Interfaces with other BNI-WTP and WTCC managers to promote mission completion.
  • Completing the construction and component and system testing of all facilities needed to commission the HLW facility and to meet the associated contractual requirements; start to finish.
  • Providing input into and execution of: WTCC plans, schedules, risks, and budgets, for construction, startup, and readiness for HLW commissioning.
  • Implementing balanced HLW priorities and goals, baseline schedules, and allocate resources accordingly to accomplish the WTCC subcontract requirements.
  • Monitoring scope to identify HLW WTCC subcontract change, ensuring prompt notification of impacts or risks.
  • Ensures the most current design document and vendor drawing is used to complete the work and that all design changes are approved prior to implementation.
  • Prepares schedules, construction methods and procedures. Participates in constructability reviews and execution plans.
  • Supervises and directs subordinate personnel and craftsmen in construction activities within assigned area.
  • Prepares reports and forecasts, including summary of construction progress, craft personnel forecasts, equipment forecasts, and expenditures forecast.
  • Monitors tool usage on the site. Prepares Field Material Requisitions for tools and consumables and ensures that the crafts have the tools they require to be productive.
  • Monitors the activities of subcontractors to ensure compliance with specifications and schedules.
  • Responsible for the implementation of corporate/ project policies, procedures, and instructions within assigned operations.
  • Coordinates activities with other disciplines or areas, and clients' resident representatives as instructed by construction management.
  • Performs employee reviews and identifies Training and Development opportunities for subordinate personnel.
  • Assesses needs and identifies craft training requirements.
  • Monitor job site work rule compliance.
  • Ensures that all Bechtel, State and Federal safety codes, requirements and standards are being complied within assigned area of responsibility.

 

Qualifications and Skills

Basic Qualifications

  • Bachelor’s Degree in an Engineering or scientific discipline, Construction, or Business Management from an accredited university or college with 13+ years of related experience in a field of engineering, construction, quality assurance, testing or operations or in lieu of a degree 19+ years of experience required.
  • Possess the right to work and remain in the US without sponsorship.
  • Must be able to complete and pass a pre-employment drug screen, physical, and background check which includes verification of employment and education.
  • Must be able to obtain a Department of Energy badge for access to the Hanford Site.
  • Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.

 

Minimum Qualifications

  • Basic craft professional and/or Professional Staff supervision experience.
  • Experience in Construction Project Planning and Scheduling.
  • Knowledge of Construction Quality Assurance. Knowledge of a single or multi discipline construction or engineering operation.
  • Knowledge of supervisory functions relating to field activities.
  • Working knowledge of unionized labor.
  • Demonstrated leadership in a team-based environment.
  • Familiarity with current industry quality standards.
  • Computer literate in word processing, spreadsheet, and technical database applications.
  • Knowledge, experience with, and understanding of Bechtel standard Construction tools, techniques, and procedures.
  • Knowledge of Bechtel organization, policies, procedures, and programs including QA, Safety, and Compliance and Ethics. Experience integrating multiple organizations across functions and contracting vehicles.

 

Preferred Qualifications

  • WTP experience to include understanding and/or working knowledge of the WTP High Level Waste Facility
  • Knowledge and understanding of Bechtel standard tools, techniques and procedures including Contracts/subcontracts formulation, risk analysis, negotiations, and implementation
  • Change Control and Documentation Management Knowledge of cross functional work processes and interface and integration knowledge
  • Knowledge of Bechtel’s Zero Accident Safety Program.
  • Knowledge of local labor laws and issues.
  • Knowledge of state, federal, and local contracting requirements.
  • Experience working with, supervising, and administering union craft and/or subcontractors.
  • Knowledge and experience of the ISMS guiding principles and core functions.
  • Specific experience in Heavy Civil Construction, Scaffolding, Concrete, Structural Steel Erection, Rigging, and Welding.
  • Knowledge of or experience using SMART Completions software
