A 15% salary uplift is provided on top of base salary for positions that are worked in New York City or San Francisco, which is subject to change depending on market conditions.).

Project Overview

Bechtel is on the Northrop Grumman Corp. team preparing to deliver the U.S. Ground Based Strategic Deterrent (GBSD) system of inter-continental ballistic missiles and launch infrastructure. GBSD is a vital U.S. Air Force program designed to modernize the nation’s aging force of inter-continental ballistic missiles, which make up the ground element of the nuclear deterrent. As part of the Northrop Grumman GBSD nationwide team, Bechtel will provide launch system design, construction, and integration.A major contractor for the United States and allied governments, Bechtel has handled such efforts as chemical weapons demilitarization projects, missile-defense, infrastructure, base operations, procurement and project management, and restoration and recovery spanning half a century. Position Summary

The Senior Project Control Engineer will perform cost estimating, analysis, control and reporting activities as well as planning and scheduling analysis and control activities including:

  • Budget and forecast development, maintenance, monitoring, impact identification, and recovery planning.
  • Cost control analysis and financial reporting including cost performance metrics.
  • Support studies, forecasts and problem-solving exercises as required.
  • Schedule development, maintenance, monitoring, impact identification, and recovery planning.
  • Progress reporting and analysis including P6 quality metrics.
  • Support planning studies, forecasts, problem-solving exercises as required.

 

Responsibilities

Cost Control Responsibilities

Prepares and presents financial reporting information to management.

  • Provides comments and recommendations for cost engineering requirements relative to staffing and project control.
  • Prepares detailed staffing plans for cost engineering activities.
  • Reviews proposal provisions related to cost engineering and material control and develops supporting data for contract negotiations. Participates in establishing pricing structures to be applied to quantities for estimates.
  • Obtains vendor information to update the cost data file.
  • Applies material unit rates to quantities. Maintains cost data files.
  • Interfaces with designated management and client counterparts for specific cost presentations.
  • Participates in developing and presenting training classes on designated subjects and on-the-job training for specific processes and practices.
  • Prepares timely cost estimates. Prepares and analyzes comparisons of scope, quantities, and cost data.
  • Reviews project work activities to ensure support of project milestones. Coordinates and establishes scoping requirements for the overall cost estimate by discipline or other specialties, and coordinates the timely, systematic, and complete acquisition of scope definition and related data.
  • Coordinates pricing structure or criteria to be used by each discipline or specialty to meet the objectives of the cost estimate.
  • Establishes format and content of summaries and reconciliations, including segregation of cost according to level of confidence and identification of areas of risk.
  • Participates in discussions with vendors.
  • Plans, organizes and supervises project cost budgets.
  • Reviews and critiques design and specifications for cost-effectiveness and suggests alternatives when appropriate.
  • Prepares cost trend estimates in support of project cost trend programs.
  • Performs cost recording, monitoring, and reporting practices for compliance with applicable standards accuracy and consistency.
  • Investigates requirements for cost control data for a specific discipline or other specialty applications.
  • Identifies needs for cost analysis support for the project and recommends development or modification of cost engineering data standards. Performs cost analysis activities within the project.
  • Coordinates information input into specific studies. Responsible for integration of activities and total work scope identification.
  • Evaluates study results and recommends conclusions for project team consideration and discussion.
  • Develops unit job hour and pricing data for a specific discipline or other specialty, including estimating parameters, factors indices, productivity and craft distribution reference data, etc., based on analysis of Bechtel and industry experience.
  • Performs data analysis, identifies problems, and makes recommendations.
  • Creates and implements measurement systems for given processes, analyzes performance metric results, and identifies improvements.

Planning and Scheduling Responsibilities

  • Performs schedule data analysis, identifies problems, and assists with recommendations.
  • Plans and supports the effort to establish milestones for the total project or major portions of the project. Reviews project work activities to ensure support of project milestones.
  • Performs schedule resource loading and leveling. Development/status/report of all bulk commodity release and installation curves.
  • Maintains open communications with other organizations to support schedule maintenance and reporting. Identifies schedule restraints.
  • Monitors and reports critical path and schedule performance. Performs schedule analysis and studies of problem areas to determine the criticality of scheduled activities.
  • Identifies alternatives for schedule improvement to the project team for discussion and/or decision.
  • Prepares schedule recovery plans when required.
  • Ascertains that the correct scope of work and the project execution plan are reflected on all schedules.
  • Integrates interdisciplinary schedule requirements and constraints to establish logical work sequences for assigned disciplines or specialties. Works with the performing organizations to coordinate work sequences with the total project plan.
  • Establishes and implements methods for determining activity durations within assigned disciplines or specialties.
  • Develops quantity release or completion curves for assigned disciplines or specialties. Reviews and evaluates quantity records to ensure total quantities are represented for a particular discipline or specialty. Develops required job hour expenditure for assigned disciplines or specialties. Assists in determining leveling decisions. Performs quantity, personnel, and cost resource loading for assigned schedules. Performs performance monitoring and control functions.
  • Analyzes schedule data and identifies and acquires the information needed to complete work logics to interface between assigned disciplines or specialties. Assists in developing specific project codes of accounts and work breakdown structures and recommends appropriate modifications and revisions.
  • Determines critical-path activities for assigned discipline or specialties, and identifies significant activities supporting interdisciplinary requirements. Identifies critical path for discipline or specialty work activities.
  • Develops and monitors detailed and summary level engineering, procurement, construction and commissioning schedules.
  • Monitors schedule deviation for assigned disciplines or specialties including subcontractor submittals and recommends corrective action/workaround solutions for project considerations.
  • Develops and writes the schedule commentary that appears in the monthly progress and similar reports.
  • Identifies and reports activities that have a critical or potential impact on the schedule.
  • Provides analysis and recommendations to the project. 

 

Qualifications and Skills

Basic Qualifications

  • Must possess at least a Bachelor’s degree from an accredited university and at least 9 years of professional experience, or in lieu of a degree, a high school diploma or equivalent and at least 15 years of professional experience.
  • US citizenship is required per contract.
  • Must possess active security clearance or an ability to obtain security clearance.
  • Must be able to complete and pass a pre-employment drug screen and background check including verification of employment, education, and travel.
  • Must be able to obtain site security badge for access to work site.

 

Minimum Qualifications

  • Experience in performing, monitoring, and reviewing cost engineering functions, including cost estimating, cost control, financial reporting systems, and cost analysis.
  • Demonstrated ability to plan, organize, direct, perform, review, and present cost engineering and cost estimating products. This includes preparation of financial reporting products independently with minimal supervision using a high level of professional judgment and knowledge related to technical cost engineering skills and engineering design and construction practices.
  • Experience in preparing, monitoring, and reporting schedule information.
  • Advanced proficiency in using software applications such as Excel, Access, Word and PowerPoint.
  • Demonstrated capability with Primavera (P6) and experience in its application on complex engineering and construction projects.
  • Demonstrated ability to plan, organize, perform, review, and present planning and scheduling products. This includes the preparation of the products independently with minimal supervision using a high level of professional judgment and knowledge related to technical planning and scheduling skills and engineering design and construction practices.
  • Skilled in oral and written communication.
  • Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.
  • Demonstrated ability to work with people of varied backgrounds and objectives.

 

Preferred Qualifications

  • Demonstrated advanced capability level with Primavera (P6) and experience in its application on complex engineering and construction projects.
  • Demonstrated flexibility to respond to urgent project requests and/or changing priorities.
