  • Salary Range: $77,980-$118,290 annually (Determined by function, education, experience, and qualifications of the applicant. A 15% salary uplift is provided on top of base salary for positions that are worked in New York City or San Francisco, which is subject to change depending on market conditions.).

Project Overview

Bechtel is designing, constructing, and commissioning the world’s largest radioactive waste treatment plant for the U.S. Department of Energy at the Hanford Site in southeastern Washington State. The Hanford Tank Waste Treatment and Immobilization Plant (WTP) will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era.The project is the largest undertaking of its kind and one of DOE’s most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with four major nuclear facilities – Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification and Analytical Laboratory – as well as operations and maintenance buildings, utilities, other support facilities.The High Level Waste (HLW) Facility is the most complex of all the WTP facilities. The HLW will vitrify (process into glass) the highest concentrations of radioactive and chemical waste located on the Hanford site. HLW staff consist of top professionals who are designing, planning, and procuring all materials necessary to construct HLW vitrification systems. This Industrial Safety Specialist position will support and assist the HLW team to complete the HLW mission and commission the operations of this one-of-a-kind facility.This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m. Selected applicant needs to be able and willing to work weekends as needed.

  

Position Summary

The Industrial Safety Specialist assists with the integration of general safe-work practices and specialized safety requirements into the planning and execution of construction activities of the HLW. Will coordinate with work-planning personnel, field supervisors, construction field personnel, and subcontractors to formulate scopes of work, work-method plans, hazard identification and control measures suitable to achieve work execution objectives. Provides safety leadership and technical assistance to other Health & Safety Services, Specialists and Engineers.

 

To achieve the necessary level of field support, this role requires a significant portion of the shift actively engaged with field work personnel, accessing high elevation work areas via multi-level stairs, permanent vertical ladders, temporary scaffold ladders, and aerial work platforms.

 Responsibilities

  • Provide technical support to safety studies and assessments and other applicable safety and health reviews.
  • Provide specialized safety input to engineering, construction, and subcontracts, thus ensuring safety requirements are properly integrated to project planning, design criteria, construction plans and specifications and subcontracts.
  • Perform hazard analysis / risk assessment, develop and implement hazard work controls, and oversee compliance in the field.
  • Perform safety walkdowns and provide general construction safety oversight of work execution.
  • Perform observations and evaluations of confined space work, fall protection installation and use, hazard postings, housekeeping, accesses / egress and PPE compliance inspections.
  • Conduct safety inspections of project construction activities to monitor compliance with all safety requirements including contractual commitments, permits, the project’s S&H plan, and other applicable safety plans.
  • Participate in meetings, as required, with customers, project team members, and contractors/subcontractors to advise them of specialized safety and health requirements that may affect project design, construction schedule, and cost.
  • Participate in plan of the day (POD) and morning stretch and flex meetings.
  • Assist in drafting of safety and health (S&H) plans, project specific safety procedures, project specific implementation plans (e.g., evacuation plans, safety training plans and programs, People Based Safety), and technical reports.
  • Conduct Industrial Hygiene monitoring with guidance and direction from the Industrial Hygienist and other safety professionals.
  • Promote the projects hearing conservation program by monitoring and controlling noise hazards.
  • Take the lead in developing working relationships with peers, internal organizations, subcontractors, the customer and coordinates the technical implementation of safety functions into project proposals, work control processes, engineering design controls and the use of administrative and personal protective equipment.
  • Provide innovative safety solutions to HLW peers, customers, and stakeholders.
  • Provide leadership in support and promotion of a world class safety culture by engaging managers, supervisors, professionals, and craft professionals to accept the responsibility to  prevent all injuries, events and / or accidents.

 

Qualifications and Skills
Basic Qualifications

  • Bachelor’s degree in S&H/Management or related science/engineering field from an accredited college or university, with 3+ years of related experience. In lieu of formal degree, 9+ years of progressive related Safety & Health experience.

 

Minimum Qualifications

  • Must be able to complete and pass a pre-employment drug screen, physical, and background check which includes verification of employment and education.
  • Must be able to obtain a Department of Energy badge for access to the Hanford Site.
  • Must possess the right to work and remain in the US without sponsorship.
  • Education and/or acceptable level of Safety/Health work experience in a construction environment.
  • Basic knowledge of US government S&H standards, procedures, rules, and regulations.
  • Proficient ability with software applications, creating spreadsheets with mathematical functions, and developing reports and presentations.
  • Knowledge of safety inspections/assessment processes during construction work activities.
  • Knowledge of hazardous materials, physical risk exposures, and Personal Protective Equipment standards.

 

Preferred Qualifications

  • Prior experience working in a government, nuclear, chemical processing, petroleum refining, industrial, or EPC environments
  • Self-motivated, team player who is outgoing and able to engage the work force.
  • Effective skills in verbal and written communication.
  • Experience in safety engineering, health physics, industrial hygiene, or environmental compliance activities.
  • Knowledge of construction planning, estimating, procedures, and subcontractors or consultants.
  • Knowledge of People Based Safety processes and procedures.
  • Related experience includes, but is not limited to, working in conjunction with Safety and Health, Safety Committees, and/or VPP.
  • Possess a Board Certified Safety Professional and / or accredited safety certification.
  • Familiarization with Bechtel S&H Core Processes.
