Project Overview:

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) will safely destroy 2,611 tons of mustard agents in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment is the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile. The PCAPP plant began the operations and munition destruction phase as of September 2016.  

 

Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.

 

Position Summary:
The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for a System Safety Work Control Specialist at the Pueblo, CO location. This position will report to the System Safety Supervisor at the PCAPP project. Integrates safety issues and requirements into documents, reports, plans, schedules, and subcontract packages. Has technical responsibility for interpreting complex OSHA and DOD requirements, evaluating and applying appropriate health and safety principles, while formulating scopes of work, plans, and methodologies suitable for achieving and maintaining compliance with requirements. Provides technical assistance to other safety professionals, work control, operations, and maintenance in a conduct of operations based environment during systemization and operations.

 

This is a long-term assignment and this position will operate on a 4/10s schedule, 6:00am-4:30 pm, Monday-Thursday until the project site-worker training is complete. This position will require over-time hours and/or shift work on a rotating shift DuPont schedule, rotating 12-hour day and night shifts  (12 hours per day).

 

Responsibilities:

  • Coordinates appropriate consideration of safety requirements with subcontracts, engineering, and operations personnel as assigned.
  • Conducts safety inspections/assessments of project construction activities to monitor compliance with applicable safety and health requirements including contractual commitments, permits, and the project’s ES&H plan.
  • May compose routine correspondence, perform data entry in to project databases, gather data for special studies.
  • Interface with internal and external customers on a routine basis; interface with other groups in the resolution of questions or problems that arise.
  • May prepare routine or preformatted documents, using standard word processing, spreadsheet, or other office software, as needed, to support work activities.
  • May process one or more document types through a variety of procedural steps in accordance with well-defined procedures and guidelines.
  • May make recommendations for work process improvements, procedures, and practices.
  • Participates in meetings with customers, project team members, and contractors/subcontractors to advise them of safety requirements that may affect project design, schedule.
  • Perform other duties as assigned by supervisor and/or as requested by other team members.
  • Performs data entry in various applications such as Maximo, work orders and other data entry as needed.
  • Provides technical support to safety studies, health assessment studies, health assessment studies, and project risk assessments.
  • Provides safety technical support and assistance to projects and coordinates safety requirement and formulation of risk reduction measures.
  • Provides recommendations and input for revising safety procedures, work processes, and other quality improvement measures.

 

Qualifications and Skills

Basic Qualifications:

  • Level 1: Bachelor's degree in Environmental Safety and Health or related science/engineering from a regionally accredited college or university. In lieu of a degree, 6 years of relevant work experience is required.
  • Level 2: Bachelor's degree in Environmental Safety and Health or related science/engineering from a regionally accredited college or university and 1 year of relevant work experience is required. In lieu of a degree, 7 years of relevant work experience is required.
  • Must be a US Citizen.
  • Must be able to obtain and maintain any security clearances required for this position according to Army Regulation 50-6 (Chemical Surety) .

 

Minimum Qualifications:

  • General knowledge of design and operating requirements for operations.
  • Demonstrated ability to work independently and as part of a project team.
  • Demonstrated ability for technical problem solving, technical writing, and computer skills (Microsoft Word and Excel) is required.
  • Willingness to work overtime as required supporting project schedules.
  • Ability to successfully pass medical screen, including the ability to wear a respirator and other PPE, ability to lift 20 lbs. and work in the proximity of toxic chemicals.
  • Experience in Hazard/Risk Assessment processes.

 

Preferred Qualifications:

  • Is eligible for (academic qualification) professional S&H certification either Certified Safety Professional or Certified Industrial Hygienist as well as ASP (Associate Safety Professional) certification.
  • Professional Certified Safety Professional.
  • Experience with plant operations, especially as they relate to chemical demilitarization.
  • Experience with safety assessment of explosive and energetic materials handling.
  • Experience in developing and implementing system safety programs, including process safety management.
  • Experience with oral presentations.
